The Caisse Nationale de Prevoyance Sociale (CNPS) is at the heart of Cameroonian payroll. Every month the employer must calculate employee and employer contributions, remit them, and file the DIPE (Déclaration d'Informations sur le Personnel Employé, the monthly personnel declaration) declaration. An error can lead to penalties, an audit, or an unhappy employee. This guide details the current rates, concrete calculations, and what payroll software must do to simplify your life.

Current CNPS (Caisse Nationale de Prévoyance Sociale, the National Social Insurance Fund) rates

CNPS contributions are split across three branches. The rates below are those applicable in 2026; always verify official CNPS texts before configuring your calculations.

1. Pension (PVID)

  • Employee: 4.2% of insurable salary.
  • Employer: 4.2% of insurable salary.
  • Cap: XAF 750,000 per month. Above this amount, no pension contribution is due.

Example: for a salary of XAF 500,000, the employee pension contribution is XAF 21,000 (500,000 x 4.2%). For a salary of XAF 1,000,000, it is XAF 31,500 (750,000 x 4.2%) because the cap applies.

2. Family allowances

  • Employer: 7% of insurable salary (general scheme).
  • Employee: 0%. This branch is entirely the employer's responsibility.
  • Cap: none for family allowances under the general scheme.

3. Work-accident insurance

  • Employer: 1.75%, 2.5% or 5% depending on the risk class of the activity.
  • Employee: 0%. Entirely the employer's responsibility.
  • The risk class is assigned by the CNPS based on your business sector.

Complete CNPS payroll calculation: worked example

Take an employee with a gross salary of XAF 350,000, in risk class 1:

The employee bears XAF 14,700 in CNPS withholdings. The employer adds XAF 45,325 to the true cost of the position. The total cost of this employee to the business is therefore 350,000 + 45,325 = XAF 395,325.

IRPP (Impôt sur le Revenu des Personnes Physiques, Personal Income Tax) withholding

In addition to CNPS contributions, the employer withholds IRPP (personal income tax) at source. The calculation, in broad steps:

  1. Taxable gross: gross salary minus non-taxable elements.
  2. 30% professional-expenses allowance.
  3. Deduction of the employee's CNPS pension contribution (PVID).
  4. Annual abatement of XAF 500,000 (spread over 12 months, ~XAF 41,667/month).
  5. Progressive scale application: 10%, 15%, 25%, 35% depending on brackets.
  6. 10% additional council centimes on the resulting tax.

For our employee at XAF 350,000:

  • Taxable gross: 350,000
  • 30% allowance: 105,000
  • After allowance: 245,000
  • Less CNPS pension: -14,700
  • Less annual abatement (monthly): -41,667
  • Monthly taxable income: 188,633
  • Scale application (approximate): ~18,863 XAF
  • Plus council centimes (10%): ~1,886 XAF
  • Monthly IRPP: ~20,749 XAF

This calculation is approximate: exact brackets depend on the current Finance Law. Payroll software must apply the up-to-date scale automatically.

The DIPE: mandatory monthly declaration

The DIPE (Declaration of Employed Personnel Information) is the monthly declaration listing:

  • Each employee (name, CNPS number, position).
  • Their insurable salary for the month.
  • Contributions due (pension, family allowances, work-accident).

It is filed via the CNPS tele-declaration portal every month, together with payment of contributions. Late or missing filing results in penalties.

Why spreadsheet payroll is risky

The failure modes are always the same:

  • Outdated rates. The Finance Law adjusts fiscal parameters; a spreadsheet does not update itself.
  • Silent formula errors. An overwritten cell, an inserted row that shifts a range: the error propagates for months.
